Born in 1942 in Semipalatinsk (Kazakhstan).In 1960, he finished Kyiv Lysenko Secondary Musical School with piano major. He received higher musical education in P.Tchaikovsky State Conservatory in Kyiv (piano major teachers -Prof.V.Nilsen and Prof.V.Topilin musical composition -Prof. B. Lyatoshinsky and A. Shtoharenko.)

As a pianist he performed in many countries of the world and made recordings on discs of more than 30 works of modern and classical piano music. Since l967, he has been leading a class of piano and since 1996, he has been holding a position of the head of piano department of P.Tchaikovsky National Musical Academy of Ukraine.

Musical Science occupies a significant place in Mykhailo Stepanenko's creative activities: he is the author of the research paper Piano Art in Ukraine Before M.Lysenko and other research in the field of piano art.

He is the author of many works of symphonic, chamber, and choir music, as well as romances and songs. In 1992, he was elected the head of the board of the Union of Composers of Ukraine.
