Ukrainian-American Birth Defects Program
Illustrated Progress Report
Selected Performance Indicators (Part A)

The U.S. trained Ukrainian team leaders have trained 15 other BD team members and raion-based clinicians. Each of two BD team consists of 5 or more neonatologists and 5 or more medical geneticists. In addition, each BD team engages 2 or more computer information specialists charged to train and supervise those who will use computer BD databases.

Ukrainian - American BD Centers in Lutsk and Rivne were formally inaugurated by local authorities. The Directors are Drs. T. Vihovska (Neonatologist) and L. Yevtushok (Medical Geneticist). Their specialties underscore the strategy of close partnerships of neonatology with medical genetics. In both instances, the Governors expressed the view that these centers, in addition to providing health care, will also serve as demonstration and training sites of national significance.

Oblast authorities suggested that the BD Surveillance System be expanded to accommodate the registration of all newborns. This suggestion was accepted. The BD registration forms were modified and the BD database development plans were adjusted accordingly.

The Program has successfully changed the BD medical care paradigm. Medical geneticists, neonatologists, and pediatricians working together have improved the capacity and effectiveness of the target area BD care systems. Medical geneticists supply consultation on causes (etiology) to the neonatologists who refine diagnosis and frame early intervention. Medical geneticist form the core of multidisciplinary teams assisting pediatricians who serves as the "medical home" for children with BD.

A national multidisciplinary team was created by the formation of the Board of the Ukrainian Alliance for the Prevention of BD. This team (and others like it which will be formed in the future) serve to catalyze interactions of raions and oblasts with the Ministry of Health and National or International organizations.
