  1. Raion (county) neonatologists examine all neonates and fill data form A for all live born neonates. Neonatologists fill form B in the event of birth defects. In addition, raion neonatologists search other sources of information (obstetrics, family planning and other records) for additional occurrences of birth defects.

    1. BD team neonatologists visit each raion at regular intervals to review the performance and data of county neonatologists. In addition, BD team neonatologists review sources of information (obstetrics, family planning and other records) for additional occurrences of birth defects.


    2. BD team neonatologists visit medical specialty centers of the oblast (state-province) and review sources of information (obstetrics, family planning and other records) for additional occurrences of birth defects.

  2. Raion (county) neonatologists report all births to the Birth Registry and all birth defects to genetic centers.


  3. Raion (county) neonatologists refer all patients to genetics birth defects centers.


  4. Medical geneticists assess clinical data, plan multidisciplinary consults, submit the data to review by ad-hoc local work groups, interpret the clinical information, code recorded birth defects and supervise data entry, management and quality/ assurance procedures.
  5. Quarterly, data is reviewed by a team of medical geneticists, neonatologists, pediatricians and other experts drawn from national and oblast (provinces-state) medical and academic centers.
