On February 7, 2003 Dr. W. Wertelecki (Ukrainian-American Birth Defects Program Director), Ms. D. Derhak (Ukrainian-American Birth Defects Program Development Director), Drs. K. Jones and K. Chambers (University of San Diego, California) visited the Rivne Ukrainian-American Birth Defects Program Center.

The aims of the visit were:

  • To meet the Rivne Oblast State Administration and Health Care Authorities;
  • To hold discussions regarding Rivne Oblast Flour Fortification;
  • To discuss results and perspectives of the Ukrainian-American Birth Defects Program (UABDP) development (in particular in the sphere of Fetal Alcohol Syndrome (FAS) research and prevention);
  • To acquaint with the Rivne UABDP Center activities:
    • informational-resource OMNI-Center,
    • analysis of the Neonate Registry using OLAP technology,
    • FAS diagnosis in the Rivne Orphanage,
    • the abilities of ultrasound diagnostics in the Medical Genetic Consultation of Rivne Regional Clinical Treatment-and-Diagnostic Center named after V. Polishchuk.

Masliy, Chief Doctor of the Rivne Regional Clinical Treatment-and-Diagnostic Center Dr. I. Shumlyansky, Medical Director of the UABDP Dr. L. Yevtushok took part in the working meeting with the Deputy Head of the Regional State Administration Mr. Yu. Kitchaty. At the meeting Chief of the Rivne State Health Administration pointed to high results that were achieved by the Program during the terms of its realization. Dr. Masliy also stressed the actuality of FAS prevention in the region and in the whole Ukraine. Professor Wertelecki accentuated his attention on the accomplishment of preventive initiatives in the framework of the Program. In particular it was the initiative of flour fortification with folic acid that was firstly supported by the Head of the Rivne State Administration Mr. Soroka. Professor Wertelecki especially marked the Project of Orphan's Early Stimulation that is accomplishing with the help of students-volunteers from Rivne State Humanitarian University in Rivne Orphanage. Deputy Head of the Regional State Administration Mr. Yu. Kitchaty assured the presents that the Regional State Administration highly appreciates the contribution of the UABDP to the improvement of Maternity and Childhood Care of the region and that it will support Program's activities in the future. Rivne officials had an opportunity to give input on flour fortification issues.

Professor W. Wertelecki, Professor K. Jones accompanied by Deputy Chief of the Rivne State Health Administration Dr. Dumanovska and Medical Director of the UABDP Dr. L. Yevtushok visited the Rivne Orphanage. There they examined several groups of children for the purpose of FAS cases detection. A seminar concerning the topic of "FAS Diagnosis" took place in the conference Hall of the Rivne Regional Clinical Treatment-and-Diagnostic Center named after V. Polishchuk. The lecture was hold by Professor K. Jones. 79 doctors from Rivne and Volyn oblasts (the list is attached to the report) participated in the seminar. After the lecture of professor K. Jones its active discussion started by the participants of the seminar.

After the seminar was over a press conference for regional mass media representatives started. Chief Doctor of the Rivne Regional Clinical Treatment-and-Diagnostic Center Dr. I. Shumlyansky, Deputy Chief of the Rivne State Health Administration Dr. M. Dumanovska, Director of the UABDP professor W. Wertelecki, UABDP Development Director Ms. D. Derhak made their speeches to the presents.

The future aspects of UABDP activities in the Rivne region and broadening of relations between Rivne OMNI-center and Ternopil Medical Academy were discussed in detail during the working meeting with the Chief of the Rivne State Health Administration Dr. Ya. Masliy, Deputy Chief of the Rivne State Health Administration Dr. M. Dumanovska and Chief Doctor of the Rivne Regional Clinical Treatment-and-Diagnostic Center named after V. Polishchuk Dr. I. Shumlyansky.

Doctors of the prenatal ultrasound diagnosis room of the medical genetic consultation represented to the guests the computer equipment, prenatal ultrasound observation protocols and organization of the prenatal diagnosis in the region. Professors K. Jones and K. Chambers were interested in the items concerning the abilities of prenatal diagnosis holding among the pregnant women of FAS high-risk groups.

Programmer O. Radyvanyuk presented a system of regional newborns' register creation and the abilities of the database analysis with the usage of OLAP-technology.

Information specialist O. Mykhasyuk informed the guests about the work of the Rivne OMNI-center. In particular, he presented Ukrainian-speaking part of IBIS, common publishing activities of the UABDP informational center network, collaboration with regional medical libraries, active education of doctors and population concerning birth defects prevention.

Professors K. Jones and K. Chambers highly appreciated the achievements of the Program and underlined the professionalism of its participants which they have met during the meetings in Kyiv and Rivne.

On Saturday, February 8, 2003 meetings took place at the Rivne UABDP center. The UABDP Development Director Ms. Dianna Derhak, Medical Director Dr. Lyubov Yevtushok, Surveillance Director Dr. Tetyana Vihovska, Alliance Regional Coordinators Ms. Kateryna Babiets (Rivne) and Olga Petrovska-Demyanchuk (Lutsk), the UABDP Coordinator in Khmelnytsky Region Dr. Nataliya Zymak, Information Specialist of the Rivne OMNI-center Mr. Oleksiy Mykhasyuk and other invited persons took part in the meetings.

Working day started from the visit of Ms. Derhak to the Rivne Orphanage. There she has got acquainted with the work of students-volunteers involved in the realization of the Orphans' Early Stimulation Pilot Project. Lyubov Yevtushok, Kateryna Babiets and Nataly Zymak accompanied Dianna Derhak in this visit. They had meetings with a lawyer of the Orphanage Mr. Serhiy Yefremov and with the students-volunteers from Rivne State Humanitarian University who take part in the realization of the above-mentioned Project. During the conversation with the students Ms. D. Derhak stressed all the importance of their work because the example of these students can inspire the students from other cities to take part in the similar projects and this way to improve the orphans' lives quality.

After the return to the Rivne OMNI-center Ms. Dianna had a meeting with colleagues from Volyn and professor of the Rivne State Humanitarian University, Chief of the Preschool Pedagogics and Psychology Chair Ms. Tamara Ponimanska who is a curator of the students-volunteers. During this meeting the UABDP Development Director Ms. Dianna Derhak discussed the possibilities of the future collaboration between the lecturers and the students of the Rivne State Humanitarian University concerning broadening of the Orphans' Early Stimulation Program in order to cover as much children in the Orphanage as it is possible. There were also discussed the details of the future Alliance for the Prevention of Birth Defects Project concerning orphan's early stimulation that is planned to be applied to the contest of innovation projects to the World Bank Representation in Ukraine.

Mrs. M. Rozhko, Deputy Head of the Trade Union of the Rivne Region, Head of the Rivne Regional Women's League, Head of Rivne Department of Political Union "Women for the Future" was invited for the next meeting. Mrs. Rozhko and "women of the future" have been active partners of the Alliance in the NTD prevention with folic acid (educational campaign among the young couples in Rivne Civilian Registrar's, participation in the Recurring NTD Cases Project among the women who already had pregnancies with NTD fetus). Dianna Derhak, Lyubov Yevtushok discussed plans concerning continuation of collaboration between the UABDP, the Alliance for the Prevention of Birth Defects and the Political Union "Women for the Future" and also the possibilities of the broadening of this collaboration to the other regions of Ukraine. From her side Mrs. Rozhko insured the presents in further support of all the UABDP initiatives in the field of Maternity and Childhood by the Political Union "Women for the Future", in particular usage of the folic acid and FAS prevention.

On the meeting with the Head of NGO "Association of the Parents of Children with Special Needs" the results of the work and the problems were discussed. There was also discussed the project that will be applied to the contest of minor grants to the World Bank Representation in Ukraine from the NGO "Association of the Parents of Children with Special Needs". Ms. Dianna Derhak expressed her opinion concerning collaboration of the Rivne Association with parental groups in other regions.

During the meeting with a lawyer of the Rivne Orphanage Mr. Serhiy Yefremov the items concerning further realization of the Orphans' Early Stimulation Project and the role of the administration and the staff of the Rivne Orphanage were discussed.

The working day was finished with working discussions between the UABDP representatives from Rivne, Volyn and Khmelnytsky and Ms. Dianna Derhak. During the discussions there was made a summary of daily meetings' results and the future strategy was discussed. The special attention Ms. Derhak paid to the role of the regional Alliance coordinators Kateryna Babiets and Olga Petrovska-Demyanchuk. She stressed the necessity of broadening of their activities to other regions of Ukraine to strengthen the Alliance for the Prevention of Birth Defects in these regions. Besides there were discussed items concerning the unification of the office work in the regional UABDP centers, creation of the same reporting forms and the terms of their presentation, necessity of creation of bilingual bulletin of the Alliance for the Prevention of Birth Defects that could be sent by e-mail to all the Program's partners. As well great attention was drawn to the discussion of the future UABDP and Alliance activities concerning the support of parental groups and grants' application to the international organizations.

At the end of the working day UABDP Development Director Ms. Dianna Derhak expressed her gratitude to all members of the team for their work. She stressed the importance of the closer collaboration between the regional UABDP centers and the importance of sharing experience.
