According to the UABDP implementation plan, the first part of the training program for a group of specialists from Khmelnytsky and Kherson oblasts took place in Volyn and Rivne Centers of the Program April 2, 2001 through April 12, 2001.

The primary goals of the training were:

  • Study the birth defects monitoring system operating according to the international standards.
  • Study the system of active education for medical professionals that is focused on birth defects.
  • Study the operation of the Information Center of the Program.
  • Study the possibilities offered by telemedicine in the area of birth defects diagnosis.

The objectives of the first part of the training program for medical professionals are reflected in the schedule/agenda:

  • Study the algorithm of a search for birth defects information.
  • Improve the participants' knowledge base on dysmorphology by viewing the following educational films "Malformation and Birth Defects Syndromes", "Pearls of Dysmorphology", and "Diagnostic Approaches to Patients with Dysmorphology".
  • Learn to use a digital camera.
  • Learn to create photo-documentation databases.
  • Learn to manage databases "Birth Defects Registry for Newborns" and "Birth Defects Registry".
  • Study "Abstractor Recommendations in the Birth Defects Monitoring System Operating According to International Standards".
  • Study medical documentation and registry forms which are used in the process of birth defects monitoring activities.
  • Study coding of diagnoses according to International Classification of Birth Defects modified by British Pediatric Association and California Birth Defects Monitoring System.
  • Study the categorization of birth defects.
  • Learn the principles of multi-level system controlling the accuracy of birth defects diagnoses.
  • Learn to prepare a tele-medical consultation protocol.
  • Learn Internet information search techniques.
  • Learn the "IBIS-International Birth Defects Information Systems" Web site.
  • Prepare a Fact Sheet to be posted on IBIS.

Information specialists' training objectives were:

The group of specialists from Kherson oblast included: Drs. S. Onyshchenko, T. Morozova (medical geneticists), O. Kyselyova (neonatologist), I. Pedchenko (statistician).

The group of specialists from Khmelnytsky oblast included: Drs. I. Koval (neonatologist), V. Vernydub (pediatrician), L. Dudar (statistician), Miss N. Shkapij (information specialist), Mr. O. Yuglichek (computer system analyst).

Also participated O. Kotliar - information specialist of the Resource Center of the Ukrainian-American Birth Defects Program (National University "Kyiv-Mohyla Academy").

In the Volyn UABDP Center, the participants were greeted by the General Director of the Volyn Regional Children's Territorial Medical Center Dr. H. Vashchylin who introduced to them the strategy of the Program implementation in the Volyn oblast as well as new approaches to children's health care, such as the creation of the "Saving Children's Life" Foundation, the concept of a perinatal center, the organization of an integral system of diagnosis and health care for birth defects patients. The participants also visited the sanatorium "Dachny" - a rehabilitation center for children with organic lesions of nervous system. Specialists from Khmelnytsky and Kherson oblasts were introduced to the computer program "Statsionar" used in the Volyn Regional Children's Clinical Hospital.

In the Rivne UABDP Center, the participants met with Dr. I. Shumlyansky, the Chief Physician of the Rivne Regional Clinical Treatment and Diagnostic Center named after V. Polishchuk. He told them about the Center, its structure, regional approaches to the organization of medical genetics services, the work of the Sub-Department of Diagnosis and Medical Information Science at the Department of Post-Graduate Education of Ternopil State Medical Academy, the operation of the Information Center of the Program. He also talked about UABDP folic acid campaign initiatives for the preventive use of folic acid and folic acid enriched food products, as well as about prevention of fetal alcohol syndrome effects and working out of statistical programs for "Mother and Child Health Care". The experiences of the operating UABDP Centers in Volyn and Rivne oblasts showed how important it was to give medical professionals full and timely access to current and accurate scientific and medical information. In addition to that, the specialists from Khmelnytsky and Kherson oblasts were introduced to the system of succession of neonatologists and geneticists during birth defects monitoring according to international standards.

During the training, all the goals and objectives were successfully met.

As the result of the training:

  1. The participants learned major principles of birth defects monitoring according to international standards.
  2. The participants were introduced to the implementation of contemporary approaches to increasing the effectiveness of diagnosis and health care for birth defects patients.
  3. Projects of organization of two new Centers of the Ukrainian-American Birth Defects Program in Khmelnytsky and Kherson oblasts were created.
  4. "Recommendations on How to Diagnose Birth Defects in Children During the First Year of Life" were written.
  5. Specialists from Khmelnytsky and Kherson oblasts prepared reports for their regional Health Care Departments.
  6. The system of coordination of contacts between Volyn, Rivne Centers, newly created Khmelnytsky and Kherson Centers of the Program, and the Resource Center of the Ukrainian-American Birth Defects Program at National University "Kyiv-Mohyla Academy" was implemented.
  7. A number of Fact Sheets for the Ukrainian version of IBIS web site were prepared by the participants of the training.

During the training, the participants discussed different aspects of activities of the Ukrainian Alliance for the Prevention of Birth Defects as well as the creation of the Association of Parents of Children with Birth Defects. Newly created Centers of the Program in Khmelnytsky and Kherson oblasts received a digital camera, special medical literature sets, three educational films, "Recommendations for an Abstractor in the Birth Defects Monitoring System Operating According to International Standards", English-Ukrainian version of the "International Classification of Birth Defects Modified by British Pediatric Association", CD-ROMs containing samples of documentation and publications of the Program, 50 floppy disks, materials of lectures on medical genetics from the University of South Alabama, materials of the Centers for Disease Control and Prevention (USA), Ukrainian translations of two educational films, etc. It was decided to purchase Ukrainian-English and English-Ukrainian dictionaries in response to information specialists' requests.

The specialists who attended the training in the Program Centers in Lutsk and Rivne expressed their genuine gratitude to the Director of the Ukrainian-American Birth Defects Program Professor W. Wertelecki. They also thanked Volyn and Rivne Oblast Health Care Departments and all the specialists working in Volyn and Rivne Centers of the Program for the opportunity to improve their knowledge and gain new very useful professional contacts as well as invaluable professional experiences.
